تقييم تجانس المشهد العمراني باستخدام مؤشرات indi ـ دراسة حالة مركز مدينة أفلو

Abstract

تتناول هذه الدراسة إشكالية تراجع تجانس المشهد العمراني للحي المركزي بمدينة أفلو وهي إشكالية لا تنفصل عن الواقع الذي تعيشه كثير من المدن الجزائرية المتوسطة التي شهدت توسعاً عمرانياً متسارعاً لم يُرافقه اهتمام كاف بجودة الفضاء الحضري وانسجامه البصري. فالمشهد العمراني ليس مجرد مباني وطرقات بل هو المرآة التي تعكس هوية المدينة وتُشكل الصورة الذهنية التي يحملها عنها سكانها وزوارها، وحين تتداعى هذه الصورة تحت وطأة الفوضى البصرية والتوسع العشوائي، يفقد الإنسان إحساسه بالانتماء إلى المكان ويضعف ارتباطه بفضائه الحضري.. وللإجابة عن هذه الإشكالية، أرسى البحث في فصله الأول إطاراً نظرياً متيناً استند إلى مفاهيم المشهد العمراني ومكوناته وأبعاده الإدراكية والجمالية، مستلهماً من مرجعية Kevin Lynchومن مقاربات التجانس العمراني بمستوياته المعمارية والحجمية والوظيفية. كما ُخصص حيز مهم لشرح نظام مؤشرات INDI بوصفه أداة تقييم علمية متعددة الأبعاد تحول الملاحظات البصرية والمورفولوجية إلى معطيات قابلة للقياس والمقارنة،.وعلى صعيد الدراسة الميدانية، اعتمد البحث منهجية مزدوجة جمعت بين استمارة ملاحظة ميدانية يملأها الباحث مباشرة في الموقع، واستبيان موجه لعينة قصدية من 20 مبحوثاً من سكان الحي وزواره، فضلاً عن توظيف تقنية التجوال المعلّق لاستجلاء الإدراك الحسي والبصري لمستعملي الفضاء. وقد أسفرت النتائج عن تشخيص شامل كشف عن عجز ممنهج يطال ستة محاور رئيسية هي الواجهات والمباني، والمسارات والحركة، والجمالية البصرية، والمساحات العامة، والهوية والطابع العمراني، والراحة والاستعمال، وقد تصدّرت إشكالية غياب المساحات الخضراء وفوضى الواجهات قائمة الأولويات التدخلية.وانطلاقاً من هذا التشخيص، جاء الفصل الأخير ليُترجم النتائج إلى فعل عمراني ملموس من خلال مقترح تدخل مزدوج يرتكز على مسارين متكاملين: تدخل نقطي يستهدف ضبط الواجهات في ثلاثة محاور رئيسية من حيث توحيد الارتفاعات والمواد والألوان وتنظيم اللافتات والإضافات العشوائية وفق دليل معماري محدد، وتدخل مجالي يسعى إلى إعادة تأهيل الحديقة وتنظيم الفضاء العمومي وتحويله إلى موقف سيارات منظم، بما يُح ّول هذه الفضاءات المهملة إلى عناصر فاعلة في المشهد العمراني. ويهدف هذا التدخل المزدوج في مجمله إلى تحقيق الانتقال بالحي المركزي بأفلو من واقع الفوضى البصرية والاختلال المجالي إلى مشهد عمراني منسجم يعكس هوية المدينة ويُعيد لساكنيها الشعور بالانتماء إلى فضاء يستحق أن يُعاش فيه.
This study addresses the issue of the decline in the homogeneity of the urban landscape in the central district of the city of Aflou, an issue that is not separate from the reality experienced by many medium-sized Algerian cities that have witnessed rapid urban expansion without sufficient attention to the quality of urban space and its visual harmony. The urban landscape is not just buildings and roads; it is the mirror that reflects the city's identity and shapes the mental image held by its residents and visitors. When this image deteriorates under the weight of visual chaos and haphazard expansion, a person loses their sense of belonging to the place and weakens their connection to their urban space. To address this issue, the research established a solid theoretical framework in its first chapter, based on the concepts of the urban landscape, its components, and its perceptual and esthetic dimensions, drawing inspiration from Kevin Lynch's references and approaches to urban homogeneity at its architectural, volumetric, and functional levels. A significant section was also dedicated to explaining the INDI indicators system as a multidimensional scientific evaluation tool that transforms visual and morphological observations into measurable and comparable data. In terms of the field study, the research adopted a dual methodology that combined a field observation form filled out by the researcher directly on-site, and a questionnaire directed at a purposive sample of 20 respondents from the neighborhood's residents and visitors, in addition to employing the suspended walking technique to explore the sensory and visual perception of space users. The results led to a comprehensive diagnosis revealing a systematic deficiency affecting six main areas: facades and buildings, pathways and movement, visual esthetics, public spaces, identity and urban character, and comfort and usability. The issue of the absence of green spaces and the chaos of facades topped the list of intervention priorities. Based on this diagnosis, the final chapter translated the results into tangible urban action thru a dual intervention proposal that focuses on two complementary paths: a point intervention targeting the regulation of facades in three main axs in terms of unifying heights, materials, and colors, and organizing signs and random additions according to a specific architectural guide, and a field intervention aiming to rehabilitate the park, organize public space, and convert it into an organized parking lot, transforming these neglected spaces into active elements in the urban landscape. This dual intervention aims to transition the central neighborhood of Aflo from a state of visual chaos and spatial imbalance to a harmonious urban scene that reflects the city's identity and restores to its residents a sense of belonging to a space worth living in.
