Abstract

In the context of the ongoing digital transformation of public administrations, the digitalization of administrative procedures has become a strategic approach to enhancing transparency, good governance, and the efficiency of public services. Asset declaration is recognized as a key legal mechanism for corruption prevention, enabling the monitoring of public officials’ financial assets and the detection of potential cases of illicit enrichment. This study aims to analyze the legal and regulatory framework governing asset dec laration in Algeria and to highlight its role in combating corruption. It also focuses on identifying the functional and technical requirements necessary for developing an inte grated information system dedicated to the management of asset declarations. To achieve this objective, a system analysis and design approach was adopted using UML modeling techniques to define the actors, functionalities, and interactions of the proposed system. The study resulted in the design of a digital asset declaration platform based on a modern software architecture and advanced web technologies. The proposed platform enables declarants to submit their asset declarations electronically in a secure and reliable manner while providing competent authorities with effective tools for monitoring, analysis, and auditing. The proposed solution contributes to simplifying administrative procedures, improving information management efficiency, enhancing transparency and traceability, and supporting public administration modernization and anti-corruption efforts within the framework of digital transformation.
