دور الإدارة المحلیة في حمایة البیئة

Abstract

تعتبر الجزائر من بین الدول التي تھتم لموضوع البیئة فھي تسعى جاھدة إلى تحقیق وسط بیئي نظیف ولتجسید ذلك على الواقع اعتمدت على مجموعة من الإجراءات في تحقیق ذلك على أرض الواقع. ركزنا في دراستنا ھذه على مجموعة من الصلاحیات التي تتمتع بھا الجماعات المحلیة في حمایة البیئة، وذلك من خلال مجموعة من القوانین الخاصة بالبیئة . فالجزائر ضمن الدول الفاعلة والحاضرة في الاتفاقیات الدولیة لحمایة البیئة. لكن في الأخیر توصلنا إلى أن ھناك عدة عراقیل تحول دون تحقیق الحمایة البیئیة في الجزائر وذلك نظرا لما تعانیھ الجماعات المحلیة من محدودیة الموارد المالیة، ونقص في الثقافة البیئیة، إضافة إلى غیاب الوعي البیئي. Algeria is among the countries concerned with the issue of the environment, as it strives to achieve a clean environment, and to embody this on the ground, it relied on a set of procedures to achieve this on the ground. In our study, we focused on a set of powers that local communities have in protecting the environment, through a set of environmental laws. Algeria is among the active and present countries in international agreements to protect the environment. But in the end, we concluded that there are several obstacles that prevent the achievement of environmental protection in Algeria, due to what local communities suffer from limited financial resources, and a lack of environmental culture, in addition to the absence of environmental awareness.
